Revathy was born in Ponnappasanthe, a remote village in South Kodagu District, into a Kodava family with the family name Kandera. After completing her Master’s degree in Social Work from the School of Social Work, Roshni Nilaya, Mangaluru, in 1984, she began her career as an instructor at the Balsevika Training Centre in Davanagere.

In 1985, she joined the Department of Women and Child Development as a Probation Officer through the Karnataka Public Service Commission (KPSC). Over the years, she served in several important roles, including Superintendent of Childcare Institutions, Child Development Project Officer, State Programme Officer (ICDS), Senior Assistant Director, Deputy Director, and Joint Director. She also served as a COVID warrior in May 2020.

She retired from government service as Joint Director. In her free time, she enjoys vegetable gardening, reading novels, listening to old songs, and caring for animals—looking after six cats at home and feeding six street dogs twice a day.
